There is a standard procedure how we handle custom platform runtime requests for IBM WebSphere Everyplace Micro/Custom Environment and Lotus Expeditor for Devices:

The OEM licensing model for IBM products such as WebSphere Everyplace Micro/Custom Environemnt and Lotus Expeditor is not made for end users but for resellers and VARs who add substantial components to the runtimes (i.e. business applications, hardware devices). The OEM contract does not allow simple reselling of the inital deliverables.
